Duties:

Coordinate the tender process: Coordinate the tendering process and provide secretarial services to 

the Tender Committee. Perform cost center and fund center activities in line with Financial Rules and 

Regulations. Provide technical input as required in the development and implementation of supply and 

service contracts, including in preparing Statements of Work, technical evaluation, and presentations to 

Local Committee on Contracts

Manage Purchasing Processes: Manage purchasing cycle; providing logistics services and maintain effective 

customs clearance processes and procedures.

Inventory Control: monitoring and analyzing inventory consumption and determining re- order 

levels; developing and maintaining effective warehousing system - i.e., stock planning, setting, and

Procurement management 

Organize the procurement of all supplies and service needs as requested by Oxfam in a timely and

Produce period warehouse reports highlight issues that need Logistics Coordinators attention. Ensure 
monthly physical reconciliations are made together with the monthly Stock reports before submitting to the 
Logistics Coordinator. 

Fleet management 

Through effective management of the Logistics Team, establish and maintain vehicle fleet 
management procedure and/or routines. 
Ensure vehicle tracking system facilitates are well maintained and up to date. 
In close collaboration with main country office fleet lead, ensure all vehicle licenses are 
renewed timeously. 
Ensure the vehicles are maintained in optimum condition and used cost-effectively. 

Information management & reporting 

Report monthly on all logistics activities to the Logistics Coordinator. 
Ensure that all contractual and transactional records relating to supply and logistics activities are kept for 
the required period as per the Logistics, Purchasing and Supply procedures manual. 
Implement and maintain transparent all procurement documentation records in an organized and 
accessible manner. 
Ensure generation of and action on monthly vehicle management report.

Duties: 
COMMODITIES MANAGEMENT 

Identification of needs in program design and planning with USAID, WFP, and other partners. 
Calculation of monthly food requirements for the designated area / districts / camps and preparation 
of distribution and food delivery plans 

Work with Commodity Manager to ensure timely procurement and availability of all equipment and 
materials. 
Attendance of county level coordination meetings and active representation of Care 
international in any food and NFI committees 

Coordination and networking 

Attend and participate in partners coordination meetings, giving feedback to the team.

Maintain good relations with donors. 

Procurement 

Participate in procurement planning with warehouse and transport. 
Ensure maintenance of suppliers’ database, sort out the quality of claims and validate

Visit and prospect suppliers, select and evaluate them, maintain a good filing system Assist in 
tenders for transport and customs clearing. 

Port operations and Commodities clearance and forwarding 

Receive documents of goods and assets from Donors and request for import permits and assist the 
Commodities Manager in facilitating clearance of food commodities and inland forwarding Based on the 
import permit apply for rebate letters and send the documents to the clearing agents. 

Maintain a clear and complete paper trail for all the commodity transactions under USAID from 
port to Care and District warehouses to distribution centers and finally to end users / 
beneficiaries. 

Fleet and asset management responsibilities 

Ensuring that the fleet is checked, regularly maintained and that vehicles are insured, and 
taxes are paid. 
Following-up on proper monitoring of fuel consumption and use of vehicle logbook, 
maintenance log, oil log and other fleet formats and templates by field logistics staff. 
Ensuring that proper documentation of vehicles (i.e., lease, insurance, mechanical inspection, 
etc.) is properly handled by logistics staff.
